(B)  Non-Substantive Offense Safe Havens.   This ground lists “threatens, attempts, or perpetrates,” and so includes the two non-substantive offenses of threatening and attempting to perpetrate a listed substantive offense.  Congress did not include, however, any other non-substantive offense.  Therefore, it in effect excluded all other non-substantive offenses, such as aiding and abetting, accessory after the fact, misprision of a felony, and solicitation.  See § § 7.8-7.13, supra.
