(D)  Other Grounds.  Note that “engaging in prostitution” is a conduct-based ground of inadmissibility and a bar to Good Moral Character regardless of whether there is a conviction.[521]  A conviction under INA § 278 (importing or employing noncitizens as prostitutes) is an independent basis for deportation.[522]
