Solicitation is a non-substantive offense, and is not included in the list of non-substantive offenses that can trigger removal for an aggravated felony.  For nearly all aggravated felony categories, there is an argument that when Congress expressly included the non-substantive offenses of attempt and conspiracy, it in effect excluded all other non-substantive offenses, such as solicitation.  See § 3.53, supra.  See generally Appendix F, Non-Substantive Offenses, infra.
